The 5 star isn't for the observatory. It is for the road that it is on. We managed to see a lot of wildlife on it. We drove up from the entrance of the small path on Lake Toro. The observatory itself was really meh. Nice scenery but not epic. Upon reaching the top - I realised that I am not going to be able to see any individual tanchos from so high up even with my 10x zoom - too large an area to cover. It probably would be worth a trip in the winter when the transit population is in Hokkaido and huddled together in the marsh but quite a number of the steps up are damaged, some of the slope quite steep - so I wouldn't really recommend going up in winter if you are concerned about safety. The total climb is 4 x the first set of steps that you can see when you are standing at the toilet pavilion at the bottom. :)
You have to go up some steep stairs to get to the obsevation, but the scenery was not that satisfying, but maybe it depends on the season.

The mobile toilet here saved me - observatory was a small hike up some nicely constructed paths and steps onto a wooden structure - well built with a viewfinder on top - view is lovely and everything well maintained. I’ll never forget how that toilet saved me that day 🙏🏻🙂‍↔️
Bears hibernating during winter ;) spotted a fox and deers on the path. The trailhead is about 130m up hill from the parking lot. Toilets are on the other end of the bridge at the visitors' centre. Open during winter time.
Agree with the reviews that you should just head to Sarurun (another 710m) to the left if strapped for time. Please note that the place with the mobile toilet is NOT the correct entrance. The correct entrance should show a red flag and a white sign, which is further ahead if you’re coming from Torou station. Don’t walk into the marshland like me!
Views during winter taken in feb. Quite a few fishing anglers nearby otherwise a very peaceful area. There seems to be a few walking trails from this carpark too. The other observation point seems to be appox 20min further in. This climb is relatively easy. Good for family and kids. During winter the steps are frozen up and can be slippery. Do bring your shoe spikes.
Sarubo Observatory is easier to access than Sarurun Observatory. It is recommended to the visitors with young kids or seniors. It is a good place to observe the Shitsugen.
Due to frequent bear sighting, this viewpoint is closed. There is a warning sign saying not to leave valuables in the car.
Not easy to find... The road is very dangerous so we gave up.

Signs and exhibits mostly in Japanese. Good to visit if you’re into the flora and fauna of the area. There is not much on the lakeside path.
Unfortunately to rent kayaks you must let the staff know in advance, so in our case we came all the way and there was no guide available. It's a shame there is no on-demand service.
