Do you want it raining and Twighlight-ish? If so, then now through March. If you want it warmer, July- September is best.

September is a great month. Still warmth in the air and it’s at the end of summer so even more secluded (even tho it’s pretty deserted up there anyway!) Rain is what makes that area to vividly green and vibrant so don’t let the wet weather deter you away!

As a few have mentioned above it really depends on what you want, if your wanting nice weather May-October is your best bet with May/September/October being a little cooler than June-August, September can be hit or miss with smoke now and days so maybe stick clear of September. If you don’t mind overcast/cold/wet then November-April is your jam! LaPush is cool, if your up there I recommend doing some hikes in that area, 3rd beach is gorgeous and isn’t hard to get too. I agree about Forks honestly not much going on there...most of the spots they’ve made to resemble the movie you can see without a tour but a tour is nice if you want a discussion of each spot.
