Idk if this is the best forum to ask lol. I'd encourage him to reach out to the Korean embassy where he's at for advice with what you've just presented and go from there.

Could you possibly have the celebration be in Canada? There are many great places to visit there, I'm sure it'll still be a great time. Being quarantined is not fun and the paranoia of even being in that situation might not be the best mindset during a vacation.

Anyone leaving Canada at this time will be quarantined by the time they get back.

The Canadian government just announced yesterday that anyone who travels outside of Canada will have to be on self-quarantine for two weeks upon arrival back. My homestay son is from Gyeongsam-namdo (couple of hours away from Daegu), and I had the same concerns as you as we were going to take the family to Europe for spring break. All that has now been cancelled because of what the federal government has announced yesterday.
