Went there on 31 Mar, saw the sakura at the very peak. The place is totally lovely. U can reach there by free rental bike from tourist center. We went to the castle and the park...then took bus to maple yaba cyclying road. From yabakei cycling terminal ride back to aonodomon stop.

That being said I would suggest visiting from at least the 3rd week of November to see the autumn foliage. Other than the autumn foliage it's still a lovely place with tourist shops and a nice walk or two near the river.
